COMMERCIAL PROPOSAL.

Qiongshan District, Haikou City, Hainan Province, China, is located in the north of Hainan Province and the south of Haikou City. The area has obvious regional advantages, and the district center is 10 km from Haikou Meilan International Airport. Qiongshan District takes full advantage of a number of preferential conditions for the construction of the Free Trade Port of Hainan, constantly expanding international trade and economic cooperation and combining its features and advantages to create an industrial system compatible with the Free Trade Port.

The agricultural processing industrial park is located in Qiongshan District. This is a key project built by the Qiongshan District Government. The park should contribute to the development of research in the field of agriculture, advanced processing, customs clearance services and international trade. The goal is also to create a Demonstration Zone for Intensive Processing of Agricultural Products at the Hainan Free Trade Port and an International Service Zone for Processing and Trade of Tropical Agricultural Products. To this end, the industrial park is interested in representing Russian companies in the following industries: specialized meat processing, poultry processing, flour products, alcohol and beverage processing, nut processing, green vegetable and fruit processing, healthy food processing, fine aromatic processing, grain and oil products processing , processing of dairy products and other products of Russian manufacturers.It is also planned to organize the processing of diamonds, precious stones, and the production of gold products.

 

Preferential policy of industrial park:

1.Processing enterprises located in the industrial park in Qiongshan District, Hainan will save only 30% of import and export costs through taxes.

2.Specific fringe benefits will be discussed on a case-by-case basis,

The park is located in the east of Xinminxu, Jiazi Town, Qiongshan District, Haikou City, only 3kilometers away from the Ding'an exit of the East Expressway.The one-hour traffic circle covers major harbor and airport hubs in northern Hainan Province, meeting the needs of importing raw materials and exporting terminal products for enterprises. The total planned construction land of the park is 2063 mu.The planning land for the first phase is about 869 mu, including a total of 494 mu of transferable industrial land of first-class and second-class.The second phase will be 1194 mu of follow-up rolling exploitation and development.

Entrance Condition

Enterprises entering the park must belong to encouraged industries of Hainan Free Trade Port. ln order to make the best of the core preferential policies of free trade port such as "zero duty" and "Exempt from customs duty of value -added 30% through processing" ,the investment amount per mu should not be less than 3.5 million yuan, the output amount per mu should not be less than 5 million yuan and tax contributions amount per mu should not be less than150 thousand yuan .

Investment cost

Water use cost: 2.3 yuan per ton for commercial water use, 1.2 yuan per ton for industrial water discharge .

Gas consumption cost: 5 yuan/m³ for large quantities of industrial gas.

Steam Use Cost: less than 300 yuan per ton(chemical engineering).

Electricity consumption cost: 1.0323 yuan per KWH during peak hours,0.6362 yuan per KWH during normal hours and 0.3315 yuan per KWH during valley hours..

Standardized factories cost:Standard area of the factories is 100 thousand square meters, the expense is 20 yuan per square meter per month for rent and 5000 RMB per square meter.
